Vision
The Institute of Criminal Justice Studies (ICJS)/Law Enforcement Services Section as part of the Division for Law Enforcement, Homeland Security, and Institutional Research at the Texas School Safety Center envisions that Texas Campus Based Law Enforcement will be the best trained and prepared in the nation.
Mission
The Institute of Criminal Justice Studies (ICJS) develops and delivers research-based training for law enforcement and crime prevention personnel throughout Texas. This training is intended for all Texas Peace Officers while placing an emphasis on school and campus based law enforcement, crime detection and prevention.

Goals: ICJS & Non-ICJS Law Enforcement
1. Develop and deliver research based training for law enforcement and crime prevention personnel throughout Texas in the areas of:
- Crime Prevention
- School/Campus-Based Law Enforcement
- Preparation and Response to Active Shooter/Killer (In Partnership with The ALERRT Center)*
- Prevention and Response to Terrorist Acts
- Prevention and Response to Terrorist/Suicide Bombing
- Emergency Management/Incident Command Systems for Campus Law Enforcement
- Leadership Development for Campus Law Enforcement
- Organizational Development for Campus Law Enforcement
- Training Program Development for Campus Law Enforcement
- Community Oriented and Problem Solving for Campus Law Enforcement
2. Ensure that researched-based training and emergency preparedness exercises are made available in all regions of Texas via Regional Training and Exercise HUBs.
3. Build regional/local training partnerships to increase the validity and effectiveness of training.
4. Enhance community resilience across Texas by conducting training and exercises that enhance the knowledge, skills, abilities, and synergistic partnership between law enforcement and students, faculty, administration and staff.
